Breaking Barriers or Widening Divides? An Examination of Survey Responses

ABSTRACT

In an increasingly digital world, advancements in Information and Communication Technology (ICT) and Artificial Intelligence (AI) offer the promise of dismantling barriers to opportunity, such as financial limitations, geographical isolation, and restricted access to education. Despite this potential, survey data highlights a persisting concern: the widening gap between technology adopters and non-adopters. This divide arises from systemic barriers, including high costs, digital literacy gaps, and time constraints, which hinder equitable access. Furthermore, while personal motivation is pivotal in overcoming these obstacles, it often remains constrained by external challenges. This paper explores these dynamics through an analysis of survey responses on the accessibility, effectiveness, and perceptions of ICT and AI tools. The findings illuminate systemic inequities and emphasize the need for targeted strategies to bridge the digital divide. Key recommendations include enhancing digital literacy training, reducing costs, and promoting inclusive policies to ensure that these transformative technologies empower individuals without exacerbating societal disparities.
